Highways Agency Licence to Practice.

Background to the Licence to Practice (LTP)
In 2007, following a publication by the Highways Agency which discussed consistent standards with stakeholders, they proposed that they had a clear opportunity to improve the standards of stakeholder delivery across the network. At the same time the Construction Skills Council were looking to develop a Level 2 National Vocational Qualification (NVQ) for Incident Support Unit personnel.

Following consultation with service providers the Highway Agency decided that the way forward was the introduction of a Licence to Practice which laid down clear measurable learning outcomes and a process that would be robust and sustainable.

The project to develop the Licence to Practice was lead by Ray Lane, the ISU development Manager for Balfour Beatty Infrastructure Services (BBIS) (Now Balfour Beatty Major Civil Engineering – BBMCE).
