Highways Training Programme.
The training programme was designed with the future and developing role of Incident Support Units (ISU). It ensured that the programme was credible, sustainable and above all provided value for money.
To achieve those aims the programme was designed to be delivered by suitably qualified trainers as it would have been unfair, given the diverse range of subjects and the mandatory learning descriptors to expect individuals with little or no experience of training to deliver the core subjects. The delivery is a mixture of theory and practice.
There are two tiers of training: -
Level 1.
This training is for new starters with little or no experience or knowledge of the maintenance community. The suggested time from for this training is 15 days, but can be reduced, dependant upon the requirements of each individual contract, but should not be less than 10 days. The format is designed so that it can be delivered as one course or in a modular format, although this is not recommended.
Level 2.
This training is designed for experienced staff with some background knowledge of the industry and the role of Incident Support Units. The suggested time frame for this training is 10 days, but again can be reduced to a minimum of 5 days, dependant upon the contract.
There is scope within the programme to add local procedures that are relevant to local contracts.

The core subjects for the LTP to be trained where operatives will be required to reach set standards are: -

• The Network
• Vehicles & equipment operation
• Risk Assessments and Method Statements
• Network security
• Role of the ISU
• Role of the Police at Incidents
• Role of the Traffic Officer Service
i. Hazardous Materials
• Emergency Traffic Management (ETM)
• Managing Incidents
• People Skills (Diversity/Customer care/Communication skills)
• Conflict Resolution
• Safe driving
• Manual Handling
• First Aid
• Stress & Traumatic incidents
• Airwave Radio
Other subjects might include:
• Dealing with found property
• Using notebooks
• Forensic vehicle recovery
Assessment of operative performance is made by a knowledge check and assessment of practial skills. The LTP is valid for three (3) years
